Commercial decisions influence safety
Review whether freight descriptions, delivery windows, procurement terms and loading arrangements allow safe performance. A contract cannot transfer away a statutory duty.
Evidence to collect
Accurate freight profiles, mass declarations where appropriate, realistic transit estimates, agreed delay escalation, carrier checks and contract reviews. Avoid penalties or incentives that create unsafe pressure.
Consignees
Review receipt windows, unloading capacity, on-site delays and communication of changes. Consult others who share the activity.
Source and scope
Read the official 2026 Master Code and registered Code PDF. This independent CoR Australia guidance illustrates controls and evidence to consider; it is not the regulator’s publication, an exhaustive checklist, legal advice or a compliance certificate. Select controls for your circumstances so far as is reasonably practicable. The HVNL operates in participating jurisdictions, not Western Australia or the Northern Territory.
